       Under the support of TTRI's board of directors, "the Committee of Conformity Assessment of Accreditation and Certification on Functional and Technical Textiles" was established on 29th November 2002. The 15 members of the committee are composed of four leading textile companies in Taiwan who have been manufacturing functional and technical fibers, yarns, and fabrics or garments, three leading textile-related R&D institutes, four textile-related Universities, three governmental officers (TAF, IDB, and BSMI), and one representing textile consumers.

      By the end of 2008, the committee has passed and published 18 industrial standards for evaluation of functional clothing and household textiles. (Link) To meet the targeted ratio of clothing: household: technical = 50:17:13 in 2015 that Industrial Development Bureau, MOEA has set and also to transform the structure of textile industries. Technical Textiles Standards have been launched since the year 2005. 28 specified requirements of technical textiles including respirators, medical protective clothing, firehoods, cut-resistant gloves, HEPA, etc. have passed and published by the committee up to 31st of December 2008. To promote the certification of technical textiles, CT3 mark offers local textile manufacturers and consumers a straight ford quality guarantee. TTRI applied to become a technical textile product certification body based on ISO Guide 65 to the Taiwan Accreditation Foundation (TAF) in July 2005. TTRI has been accredited by TAF on November 23, 2005, thus achieving proper accreditation as a first textile product certification body in Taiwan. TTRI has been renowned independent institute for years which can provide local textile manufacturers with an objective and fair evaluations that would help reduce trade barriers and increase sales, and achieve the goal of fair trade.
